For both the kind of cushion covers that you have mentioned, the best way of maintaining and cleaning them is by dry cleaning them. Some wool and cotton chair cushion covers may lend themselves to cold water washing, but it is best to check with the seller as to how fast the color is. As a thumb rule, if the seller refuses to take a guarantee for color, prefer to use dry cleaning.
Even for cushion covers that the seller guarantees, it is always better to play it safe and get them dry cleaned the first time around. This way even the not-so-fast colors will get fast, and subsequent washing will not affect the colors.
Using a vacuum cleaner for regular cleaning is not a bad idea either, til such time the cushion covers become so dirty that it is essential for them to be dry cleaned/washed.
